Council Update - January 11th, 2023

Council Summary - January 9th, 2023

  • Council received a report from the Planning Department on Development Activity for November and December 2022.
  • Council received a report from the Director of Operations & Intergovernmental Relations regarding an update on the Public Works Building. In 2022, Council approved the City to enter into a lease with MacCarthy Motors for a lease with option to purchase. This year, staff will be recommending to Council that the City exercise the option to purchase the property. Purchase will be based on an independent appraisal of value prior that will not include the value of City investment in property improvements. The initial functional design for the building layout is complete, an RFP for the replacement of the mezzanine has been issued and awarded, and now review of the HVAC system is underway. Design of a new lunchroom, washroom, locker room, and first aid area is proposed to commence just inside the new year.
  • The Director of Operations & Intergovernmental Relations provided a monthly update on Major Projects – which is available on our website, here: https://princerupert.ca/node/53
  • Council voted in favour of providing a Letter of Support for the Prince Rupert Golf Club’s application to the REDIP Fund for greens renovations, covering the driving range tees and possibly extending storage.
  • Council voted to provide a Letter of Support for Tourism Prince Rupert’s application to the REDIP Fund to support proposed enhancements to Mariner’s Park. Tourism is leading this project which is currently in the early design phases. 
  • Council received a report from the Chief Financial Officer regarding property values for the Port’s Payment in Lieu of Taxes (PILT) between 2018-2022, as well as information on the Port’s compensation package, as requested by Council. 
  • Council introduced and gave first readings to Road Dedication Bylaw No. 3512, 2023 and 3513, 2023. The City of Prince Rupert has been requested for these two Road Closure to the properties for the purpose of consolidation with the parent lot. The owner/developer requires additional lands for onsite turning radiuses and parking for their proposed development at Digby Towers.
  • Council passed the final reading of the City of Prince Rupert Council Procedure Bylaw No. 3508, 2022, which better defines remote/online participation. In addition, as part of the new procedure, members of the public will be provided an opportunity to ask questions and give feedback about that meeting’s agenda items at the outset of each meeting. For the full bylaw, head to our website: https://princerupert.ca/city_hall/bylaws_policies
  • Council requested an update on the status of the Parks and Outdoor Recreation plan - with staff noting that a summary of the public consultation was now available on the Rupert Talks page, to be presented to Council along with a draft of the Plan in the near future. 
  • Council asked for an update on pothole repairs. Staff noted, for context, the need for water infrastructure repairs over the holidays had taken a significant amount of City crew capacity over the past month, however that crews are now out identifying pothole repair requirements and addressing priority areas.
  • Council adjourned to a closed meeting following the Regular meeting.
