Development Related Permits and Applications

It is recommended that you speak to a representative in the Development Services Department to understand what permits may be required for your development, and certain Development Permit Area Guidelines may be applicable to your development. Note that all applications must be complete before intake, and staff are happy to help you navigate what is needed.

Development Permit

A Development Permit is a tool the City uses to manage development— often protecting and promoting character of a neighborhood or other priorities. Click through to understand the application process and associated guidelines.

Development Variance Permit

A Development Variance Permit (DVP) is permission to relax, i.e. vary, a land use regulation such as the Zoning Bylaw.

Planning and Development Fees

As part of the City's efforts to encourage revitalization and development the following application fees are waived in the City Core Area from January 1, 2020 to December 31, 2023:

  • Development Permit fees
  • Development Variance Permit fees
  • OCP and/or Zoning Bylaw Amendment fees
  • Building Permit fees

Current Fee Waiver Programs 

  • Rezoning, Development Permit (inclusive of variances), and Building Permits fees are all waived in instances where the development will result in NEW units.  This program is in effect until November 1, 2023.
  • All fees for rezoning, development permits (inclusive of variances), and building permits in the City Core are currently waived. Properties may also be eligible to apply for a Downtown Revitalization Tax Exemption.  Click the link for additional information on that program.
