Arguably, antenna and supporting towers are not structures. Technically, telecommunications (including infrastructure such as towers and antennas) fall under federal, Industry Canada, jurisdiction. As our dependency on telecommunications has increased exponentially, antennas and towers are more present in the main urban areas and more often than not a source of frustration.
The siting of antenna towers can be problematic. Having a siting protocol will help with clarifying jurisdiction issues and give Council and staff a set of reasonably clear rules.
“Antenna System Siting Protocol” was a cooperative effort by the Federal of Canadian Municipalities (FCM) and Canadian Wireless Telecommunications Association. The purpose is to provide local governments with a protocol template supported by the telecommunications industry and consistent with Industry Canada rules.
